Before entering the legal profession, he served for 1O years as a suburban police officer, experience that gave him a deep understanding of the realities facing first responders and public safety leaders. Over the decades, he has transformed that experience into steady, practical, and respected guidance for commissions, police chiefs, fire chiefs, emergency communications leaders, public employers, and pension boards.

Throughout his long career, Mr. Kelly has made a lasting impact on the 9-1-1 community and the broader public safety field. He has represented 9-1-1 centers throughout Illinois, served as defense counsel for a major insurer of 9-1-1 agencies, and provided leadership and legal counsel to nationally recognized public safety organizations. His work reflects a sustained commitment to strengthening emergency communications, supporting those who serve the public, and improving the systems communities rely on in moments of need.

  • Honored as one of the “Top 50 in 50 Years of 9-1-1” in recognition of his lasting contributions to the emergency communications field.
  • Recognized as an Emergency Number Professional and inducted into the National Emergency Number Association Hall of Fame.
  • Served as general counsel for the National Emergency Number Association and as counsel to leading Illinois public safety communications organizations.
  • Provided trusted legal guidance to 9-1-1 centers statewide on regulation, governance, personnel, liability, consolidation, and operational matters.
  • Helped shape emergency communications in Illinois by assisting numerous Emergency Telephone System Boards with creation and consolidation, including Northwest Central Dispatch, CENCOM, SEECOM, QuadCom, KanComm, and Macon County.

  • Contributed to the field through numerous articles on personnel administration and co-authored “Multi-Year Collective Bargaining Agreements and the AFSCME/State of Illinois Dispute” for the Illinois Public Employee Relations Report.
